Objects and Reasons
The objects of this Bill are to provide for the establishment of a Regulator to be known as the Regulator for Energy and Water Services and for the exercise by or on behalf of that Regulator of regulatory functions regarding services relating to energy and water, to provide for the composition, functions and conduct of affairs of the Regulator for Energy and Water Services, for the appointment of officers and employees thereof, and for the provision of an appeals procedure from decisions of the Regulator.
