The object and reasons of this Bill are to transpose into national law the provisions of Directive 2013/48/EU of the European Parliament and of the Council of 22 October 2013 on the right of access to a lawyer in criminal proceedings and in European arrest warrant proceedings, and on the right to have a third party informed upon deprivation of liberty and to communicate with third persons and with consular authorities while deprived of liberty published in the Official Journal of the European Union on 6 November 2013 (L294/1), to incorporate a number of recommendations made in the Final Report of the Kummissjoni għal Riforma Ħolistika fil-Qasam tal-Ġustizzja dated 30 November 2013 (at pp. 184-185) related to the right to legal assistance and to make other consequential amendments both to the Criminal Code and the Police Act in the light of the aforesaid Directive.
