The objects and reasons of the Act are to consolidate all the existing laws relative to the borrowing of the central Government including the issue of debt securities. The Act aims at providing for the governance aspects, high level policy objectives and institutional arrangement for prudent  management of the central Government’s debt and cash position, and liquidity and reserve funds.
