The objects and reasons of this Bill are to provide more discretion to the courts to determine, whether in the particular case the cultivation of a prohibited drug plant was for the exclusive use of the offender. Thereby enabling the court to apply the punishment which it considers appropriate in the circumstances rather than being obliged to apply mandatory punishments in all cases of cultivation for personal use involving more than one plant.
