The objects and reasons of this Bill are to amend the Financial Institutions Act (Cap. 376) by the introduction of an additional exemption from licensing for companies carrying out financial leasing of aircraft and, or aircraft engines; to establish empowering provisions to enable the Minister to make regulations to regulate such companies inter alia by introducing a notification framework; and to empower the competent authority to issue Rules for the regulation of such companies.
