The main purpose of this Bill is to change with effect from this year, the Government's financial year from one ending on 31st March to one ending on 31st December. The financial years of certain statutory bodies as well as certain financial years established for fiscal and other purposes are also being changed to take account of the main change as well as the requirement of some of those bodies to submit to Parliament their own separate estimates.
