The Object of the Bill is to make the substantive parts of the European Convention for the Protection of Human Rights and Fundamental Freedoms enforceable and part of the Law of Malta, to further the greater unity between the Members of the Council of Europe through the maintenance and further realisation of Human Rights and Fundamental Freedoms in the belief that those Fundamental Freedoms which are the foundation of justice and peace in the world are best maintained by an effective political democracy and by a common undertaking and observance of the Human Rights upon which they depend.
