People living in St Pauls Bay or Xemxija for that fact, are woken up early mornings during the weekend to illegal racing happening on the St Pauls Bay to Xemxija bypass - there are no law-enforcement or sound barriers in place, one can witness motorbikes, or other vehicles racing up and down the bypass at illegal speeds (upwards of 120km/h - 170km/h) during the early hours when people are trying to rest (6-7AM).
When are we going to see some type of law enforcement and address the noise that the residents have to live with on a daily basis? especially during sleeping hours. - Why weren't sound barriers ever installed? why do we have to be woken up by excessive noise, even more so during the weekend when residents are trying to get some rest? and when will illegal racing be addressed?
Everyone in St Pauls Bay is aware of the situation when it comes to illegal racing happening on the bypass; although the law enforcement and local council are not acting towards stopping such illegal acts. - And more so, they are not working towards adding sound barriers to allow the residents to be able to get a proper nights sleep.

Wherefore I/we respectfully request the House of Representatives to
- Discuss and address the illegal racing happening on the St Pauls Bay - Xemxija bypass (adding additional cameras or other means)
- Address the excessive noise that residents have to live with, by installing sound barriers or other ideas

Closing remarks
We need the government, local council, and law enforcement to address important issues such as these - especially when one is forced to live with noise during the early hours of the day when one is presumed to be asleep; and more so, knowing that it's on a daily basis that racing takes place in the same road, during the same hours, it's trivial for law enforcement to address.
We (the residents) would like sound barriers in place to allow us to live in an environment we deserve to live in.
