WE PROTECT ANIMALS WHO HAVE NO VOICE AND DEMAND JUSTICE • TRANSPARENCY • ACCOUNTABILITY
Animals in Malta must NOT be captured, removed or euthanised behind closed doors without proper justification, veterinary assessment and documentation.

Wherefore I/we respectfully request the House of Representatives to
1. FULL TRANSPARENCY
Publish Animal Welfare procedures for capture, detention, treatment, return, relocation and euthanasia of stray\community animals.
2. NO SECRET EUTHANASIA
Euthanasia should only occur when no treatment can save the animal and it is too ill to recover. Clearly identify WHO can decide euthanasia and who signs the authorisation.
3. PROTECT REGISTERED CAT COLONIES
Where a cat belongs to a registered colony, the feeder and Local Council must be recognised and involved according to law and official protocols.
4. NO KILLING WITHOUT DOCUMENTED JUSTIFICATION
Every euthanasia must have written veterinary assessment, reason, authorisation and record for scrutiny.
5. RIGHT TO KNOW
When an animal under Animal Welfare’s care dies or is euthanised, there must be a record of WHO examined it • WHY • WHO authorised it • WHO carried it out • WHAT happened to the body.
6. INDEPENDENT OVERSIGHT
Establish independent scrutiny of Animal Welfare operations, euthanasia, removals, complaints and deaths.
7. PUBLISH THE NUMBERS
Publish annual statistics showing CAPTURED • DETAINED • TREATED • RETURNED • REHOMED • TRANSFERRED • EUTHANISED, with species and euthanasia reason, signed by vet & another official.
8. REMOVE THE TRIAGE
The TRIAGE is a cruel contract involving vets working with Animal Welfare. Healthy animals can be killed under its loopholes. Link:

Closing remarks
RE-OPEN THE 24\7 ANIMAL HOSPITAL
Animals cannot choose when injured, ill, abandoned or needing emergency care. The Animal Welfare hospital has reportedly been closed since 2023. Malta must have emergency veterinary care 24\7, 365 days a year.
