The objects and reasons of this Bill are to provide a legal framework for the granting of assistance and protection to adults in situations of vulnerability who are at risk of harm, abuse or neglect, including in respect of the provision of relevant services, through person-centred planning and court intervention, to create a system of clearance certificates for persons working with such adults, and an offenders’ register, and effect consequential amendments in the Convention on the International Protection of Adults (Ratification) Act, Cap. 633.
