Objects and Reasons
The object of this Bill is to amend the relevant provisions of law so as to devolve certain powers to the persons or authorities who currently advise or make submissions to Ministers, where Ministers are required to act on the recommendation of other persons or authorities, or in which Ministers must approve, endorse or sign off on decisions taken by such persons or authorities before those decisions can come into effect.
