The objects and reasons of this Bill are to provide for the structural reform of the Malta Financial Services Authority, including changes to the functions of the Executive Committee, the establishment of the Regulatory Decisions Committee and the Capital Markets Decisions Committee, and the reform of the Enforcement Decisions Committee and the Enforcement Directorate, to strengthen the independence and autonomy of the Authority, to provide for additional regulatory powers of the Authority and new offences under the Act and to strengthen the independence and effectiveness of the Financial Services Tribunal.
