The objects and reasons of this Bill are to strengthen the procedure for the appointment of members of administrative tribunals and to affirm the principles of integrity of that process by providing that appointments to principal administrative tribunals shall be made by the President of Malta acting on the advice of an independent Commission proposed to be established by this Bill, while increasing the guarantees of independence and impartiality in the operation of the said tribunals. The Bill also provides for the grounds for removal from office of Chairpersons and members of administrative tribunals and for a right of appeal from removal to the Court of Appeal, as well as for a Code of Ethics for persons occupying the said offices.
