Transfer of Land in Pembroke into a Football Campus

To the Honourable Members of Parliament,
I, the undersigned resident of Pembroke respectfully submit this petition to express my objection to the proposed transfer & development of currently undeveloped (virgin) land within a development zone for the purpose of constructing a football campus.
While I acknowledge the value of sports infrastructure & community investment, I believe that this proposal, in its current form and location, raises serious concerns that outweigh its potential benefits as follows:
1. Loss of scarce open space.
Malta faces significant pressures from overdevelopment, and truly open, undeveloped land is increasingly rare. The site in question represents a valuable natural space that contributes to the environmental and social well-being of the community. Its loss would be permanent and irreversible.
2. Impact on the natural and rural character of the area
The land currently retains a natural, undeveloped character that contributes to the identity, tranquility, and visual landscape of the village. Its transformation into a football campus would fundamentally alter this character and diminish the rural qualities that residents value.
3. Proximity to a Natura 2000 site
The site lies adjacent to a designated Natura 2000 area, recognised for its ecological importance. Development in such proximity raises legitimate concerns regarding habitat disturbance, biodiversity loss, and cumulative environmental impacts. Such considerations warrant a precautionary approach.
4. Negative effects on residents’ quality of life
The construction and operation of a football campus would likely result in:
- Increased traffic and congestion in surrounding roads
- Elevated noise levels from training, matches, and events
- Light pollution and general disturbance
These impacts would significantly disrupt the peaceful nature of the locality and adversely affect residents’ daily lives.

Reject the proposed transfer and development of this site; or
At minimum, defer any decision until a comprehensive and transparent environmental and social impact assessment is carried out, alongside meaningful public consultation with affected residents.
This petition is submitted in the interest of safeguarding environmental sustainability, protecting community well-being, and ensuring responsible land use for present and future generations.
